Charlie was born and raised in Rock Hill, S.C. and has committed his legal practice to the citizens of York, Chester and Lancaster Counties for the past 46 years. For 16 years he was a courtroom litigator with the law firm of Ridley, Ridley and Burnette. For the next 30 years he was a courtroom litigator with Burnette and Payne and Burnette Law.
Serving on the Board of Governors for the South Carolina Association for Justice and as an officer for the York County Bar Association, Charlie has consistently demonstrated a commitment to advancing the cause of justice.
He served over 40 years as Chairman and advisory board member with the Rock Hill Salvation Army. He is deeply compassionate for the welfare of this community.
